The general route

It starts with a licensed engineering office preparing the drawings in line with the building requirements for the plot and the city’s building regulations. The applications are then submitted electronically through the Balady platform with the title deed, the owner’s details and the project drawings. After review and payment the permit is issued with a stated validity, followed by the obligation of engineering supervision during execution.

Requirements that drive cost

Read the plot requirements before designing: the building ratio, the setbacks, the height, the number of floors, the parking, and in some developments the façade specifications. These determine the buildable area, and so determine the viability of the whole project before a single drawing is made.

After the permit

The permit is not the end of the procedures: there is the engineering supervision and its periodic reports, the coordination with the utility providers for power and water, and then the building completion certificate required later for permanent connection or for dealing in the property. Allow for these periods inside your programme, not outside it.

Recurring mistakes

The commonest: starting excavation before the permit is issued; breaching the setbacks and only discovering it at the survey; and building an unpermitted extension that later blocks the completion certificate. Each of them costs demolition and rebuilding far dearer than the wait would have been.

Worked example

The owner of a 600 m² plot in a residential district found that the building ratio and setbacks allowed a ground floor of 340 m², not the 480 he had assumed. Adjusting the design early, before pricing, saved him a complete redraw and four weeks of delay.
